Legislating Human Rights Acts from Whitlam to Now Report

A new report from the Whitlam Institute and Human Rights Law Centre charts five decades of attempts to deliver an Australian Human Rights Act, and how this reform could now be closer than ever.

Legislating Human Rights Acts: From Whitlam to now traces the long and unfinished journey from Whitlam’s Human Rights Bill in 1973 and examines how successive governments have tried to deliver a Human Rights Act but failed after a pattern of political opposition and misinformation, rather than a lack of public support.

The report highlights the significant opportunity the Albanese Government has to establish a Human Rights Act and ensure human rights remain at the forefront of government decision making for decades to come.
